Introduction

GSA One Acquisition Solution for Integrated Services Plus (OASIS+) is the largest governmentwide, multi-agency contract program that provides professional services via six Indefinite Delivery, Indefinite Quantity (IDIQ) contracts

Advanced Concepts Enterprises, Inc. (ACEs) is a prime contractor on the Unrestricted, Total Small Business, Woman Owned Small Business and Services-Disabled Veteran Owned Small Business OASIS+ contracts.

OASIS+ contracts are separated into multiple domains, which are functionally aligned groupings of non-IT services. Each domain includes multiple, related North American Industry Classification System, or NAICS codes. Domains and NAICS codes used depend on the contracts scope.

• Flexible, expandable domain-based structure with fair-opportunity groupings across six distinct contract programs, five are SB and socioeconomic set-asides–a single solution for a broad scope of complex and frequently changing requirements and all contract types–supports SB set asides and sole-source (direct) 8(a) orders with SBA coordination
• Global access to all contract types for commercial and non-commercial services acquisitions, including a hybrid of the two–offers flexibility to choose appropriate contract type to mitigate risk
• No contract ceiling or cap on awards (contract and task-order level) facilitates an increased competition at the task-order level and no risk of reaching maximum ceiling and interrupting mission-critical procurements for customer agencies
• Technology-based ordering and market-research tools are planned and will support customers with using the contracts–saves time and money by reducing procurement lead time and administrative effort
• Industrial base of highly qualified contractors–access to contractors with demonstrated federal experience
• 10-year order period (base of five years and one five-year option period–allows long-term planning of large-scale program requirements. Frequent on ramping after initial award ensures greater competition and access to highly qualified contractors
• FAR Subpart 16.505 streamlined acquisition procedures–Allows for ease of ordering versus FAR subpart 15.3 and no protests on orders valued up to $10 million
